The Argentine government is implementing a series of reforms affecting the entire energy industry. Key measures include the modernization of the Liquefied Petroleum Gas (LPG) information system and the reallocation of the gas transport system, implemented in March to streamline the market. The government also recently adjusted gasoline quality standards to "mitigate the impact of crude oil prices at the pump" due to international sector fluctuations. With the privatization of the LNG operation in Escobar, authorities aim to reduce the state's administrative burden and transfer commercial risk to private actors, while maintaining the regasification infrastructure under a third-party operational scheme during periods of low temperatures. Two companies have presented their technical proposals as part of a national and international public tender for the privatization of the import and marketing of Liquefied Natural Gas (LNG). The process will be completed next Monday with the opening of the "Envelope 2", containing the economic proposals. Despite production generated from Vaca Muerta, Argentina needs to import about 20 LNG vessels to meet winter demand, as the infrastructure for its domestic transport is not yet complete. The process is managed by the state-owned company Energía Argentina (ENARSA) and aims to delegate to the private sector the management of the fuel that enters the country through the Escobar regasification terminal during the months of highest winter demand. The call for tenders seeks to select a "commercial agent-aggregator in charge of the import of LNG and its marketing as regasified gas in the domestic market". This figure will replace the direct management that the State used to carry out on this resource, allowing a private operator to assume the responsibility of supplying the national network with the gas coming from the methane ships. The official information processed by Agencia Noticias Argentinas was provided by the Ministry of Economy and the company Energía Argentina (ENARSA). The official schedule establishes that next Monday, April 13, at 9:00 a.m., the presentation and opening of Envelope 2 will take place, which contains the economic offers of the firms that have passed the technical stage. This event will be streamed live through the ENARSA YouTube channel. The final awarding of the contract is scheduled for Tuesday, April 21, in accordance with the deadlines stipulated in the tender documents. This measure is part of a structural reforms plan that the National Government is promoting under the framework of the Bases Law. This legislation enables "the privatization process of ENARSA's assets and activities", in order to advance in the "disinvestment of participations and commercial operations that can be carried out by the private sector", as defined in previous official communications. The Executive Branch maintains that this policy seeks to "remove the State from commercial operations that the private sector can carry out more efficiently". As part of the same opening economic context, the State has also initiated the process to divest its stake in other strategic areas. For next Tuesday, April 14, the opening of technical offers for the sale of the share package that the National State holds in CITELEC, the company that controls the electricity transporter TRANSENER, is scheduled. The stated objective is to replace "state intermediation with competition and clear rules" in all links of the energy value chain.
